IATF, NTF hinilot sa balik pasada ng Angkas, mga motorcycle taxi

Hinirit ng House Committee on Transportation sa pamumuno ni Samar Rep. Edgar Mary Sarmiento sa Inter-Agency Task Force on Emerging Infectious Diseases (IATF) at National Task Force (NTF) on COVID-19 na pahintulutan ang pagbabalik operasyon ng motorcycle ride-hailing service na Angkas at iba pang kahalintulad na transport network vehicle service (TNVS) nang sa gayon ay mapagsilbihan ang mga commuter lalong-lalo na ang mga kinakailangang magsipasok sa trabaho sa gitna ng pandemya.

Hinirit ng House Committee on Transportation sa pamumuno ni Samar Rep. Edgar Mary Sarmiento sa Inter-Agency Task Force on Emerging Infectious Diseases (IATF) at National Task Force (NTF) on COVID-19 na pahintulutan ang pagbabalik operasyon ng motorcycle ride-hailing service na Angkas at iba pang kahalintulad na transport network vehicle service (TNVS) nang sa gayon ay mapagsilbihan ang mga commuter lalong-lalo na ang mga kinakailangang magsipasok sa trabaho sa gitna ng pandemya.

Naghain ng mosyon si Quezon City Rep. Precious Hipolito-Castelo na humihiling sa IATF at NTF na payagang muling makapagserbisyo ang motorcycle taxis.

Bukod dito, hinimok din ng lady solon ang IATF at NTF na pagbigyan ang mga tricycle na makapagsakay ng isa pang pasahero upang madoble ang kapasidad at makabawas sa gastos.

“As long as we can implement the relevant public health measures as advised by our partner experts, the motorcycle taxis and more passengers on tricycles will go a long way towards augmenting our current transport capacity, which has become the key bottleneck to reviving our economy,” pahayag ni Castelo.

Nagtapos na noong Marso, ng kasalukuyang taon ang “pilot run test” ng Angkas at iba pang motorcycle taxis at isasalang sa pagrebisa ng mga mambabatas pero dahil sa COVID-19 ay nasapawan na ito.

Samantala, inaprubahan din ng House transportation committee ang mosyon ni Manila Rep. Cristal Bagatsing para sa ebalwasyon ng pilot study ng motorcycle taxis.

“The TWG (technical working group) has done good work so far in reviewing MC taxi safety during the pilot. Our added involvement will ensure we round out the study before we draft the final bill by examining issues of pricing, supply pools, and taxation,” paliwanag ni Bagatsing.

Suportado rin ni Iloilo City Rep. Julienne “Jam” Baronda ang hakbang na palawigin ang MC Taxi pilot study at naghain ito ng hiwalay na mosyon para maisama ang mga miyembro ng academe at pribadong sektor sa pagbalangkas ng mahahalagang hakbangin na may kaugnayan sa usapin ng public health sa gitna ng kinakaharap na pandemya.

“Upon hearing Doc Belizario’s presentation from the UP College of Health, I would like to reiterate my motion in collaboration with experts and with respect to oversight of authorities in power, and move for the approval of the extension of testing of motorcycle taxi study in Metro Manila and selected areas under the supervision of IATF and NTF,” giit ni Baronda.

Ang tinutukoy nito ay ang pag-aaral ng Angkas katuwang ang University of the Philippines College of Public Health (UP-CPH) hinggil sa public health safety protocols para sa motorcycle taxi.

Ipinaliwanag ni Dr. Vicente “Jun” Belizario ang bentahe ng paggamit ng motorsiklo bilang isang uri ng pampublikong transportasyon.

“Motorcycle taxis operate in open ventilation with one passenger only, which makes them very good candidates to help get our economy’s transport system back on track. In reference to the proposed measures we gave Angkas, there is no 100% guarantee that this will work, but the more measures you add, the safer you get, so we are cautiously optimistic about this. These are definitely worth taking calculated risks with to augment our transport system,” ayon kay Belizario.

Ang binabanggit nito ay hindi lamang ang inaprubahang motorcycle barrier ng IATF kundi ang iba pang mga protocol gaya ng pagsusuot ng personal na helmet at mask ng pasahero at driver gayundin ang regular disinfection protocols, malawakang PCR testing, in-app public health education at information dissemination, at contact tracing.

Kaugnay nito, tinalakay din sa ginanap na pagdinig ang mungkahi na gumamit ng shield bilang dagdag na proteksyon sa motorcycle pillion riding.

Iprinisinta ni George Royeca, Angkas Chief Transport Advocate ang mga specification ng Angkas shield na inaprubahan ng IATF at maging ng Total Control, na tanyag na motorcycle safety school na nakabase sa California sa Amerika na nagsasanay din sa mga miyembro ng US Marines.

“The shield is made of high-quality plastics, weighs less than 1kg for all-day usage and comfort, and is extremely pliable and shatter-resistant. Our shield was also specifically designed and repeatedly field-tested to be aerodynamic in conditions our bikers usually operate in,” sabi ni Royeca.

Binigyang-diin ni Royeca na isa lamang ang paggamit ng shield sa mga pamamaraan para masigurong masusunod ang pamantayan para sa public health at road safety.

Ibinida nito na sa simula pa lamang aniya ay nakikipagtulungan na ang Angkas sa UP-CPH.

“All our bikers are being retrained with proper public health protocols, and we are working with partners to help passengers purchase their own quality helmets. The Angkas app will soon become cashless to minimize face-to-face interactions. It will now also serve as a platform for public health education, information dissemination, and contact tracing. The trust people have on the Angkas brand will go a long way to keep the riding public with us safe,” ayon pa kay Royeca.
